B.Approve a Resolution of the Board of County Commissioners of Nassau County, Florida, honoring Lewis "Reggie" Popham on his retirement after thirty-three years of service.

C.Odette Struys, Public Information Officer for the Florida Department of Transportation re: State Road 200/A1A Construction Project.
D.Jamie Driggers, District Program Management Administrator, and Stephen Browning, PE, Project Manager, Florida Department of Transportation re: FDOT Work Program Priorities.

F.Approve the amended Fee Schedule for Health Department services beginning January 1, 2019.

Approve and authorize the Chairman to sign the Certificate of Public Convenience & Necessity to Century Ambulance Service, Inc. for nonemergency, non-911 calls for service, except as requested by Nassau County Fire Rescue, with the expiration date of December 31, 2020.


H.

Approve and authorize the Chairman to sign the Certificate of Public Convenience & Necessity to the City of Fernandina Beach for 911 emergency and non-emergency calls for service within the City of Fernandina Beach municipality with the expiration date of December 31, 2020.


I.

Approve and authorize the Chairman to sign the Certificate of Public Convenience & Necessity to Liberty Ambulance Service for non-emergency, non-911 calls for service, except as requested by Nassau County Fire Rescue, with the expiration date of December 31, 2020.


J.

Approve and authorize the Chairman to sign the Certificate of Public Convenience & Necessity to Med-Trans Corporation for 911 emergency and non-emergency calls for service within Nassau County with the expiration date of December 31, 2020.


K.Approve and authorize the Chairman to sign the Certificate of Public Convenience & Necessity to Nassau County Fire Rescue for 911 emergency and non-emergency calls for service with the expiration date of December 31, 2020.
L.Approve Finance Package 2018-33 and associated Resolutions.

M.Continue discussion of Hobbs drainage issue (Mulberry Landing Subdivision).

PUBLIC HEARINGS – The following matters under consideration are legislative matters, and the Non-Quasi Judicial Procedures will be utilized for the following: County Attorney to read the procedures.

Consideration of an Ordinance of the Board of County Commissioners of Nassau County, Florida, amending Section 37.05 of the Land Development Code, Natural Resources Protection; amending the supplemental tree list for landscaping; providing for alternative tree species planting adjacent to utilities; providing for buffer planting detail; amending planting requirements; providing for clarity in the relationship between buffers, utilities and fencing; providing for purpose and intent; providing for severability; providing for codification; and providing an effective date.


P.Consideration of an Ordinance of the Board of County Commissioners of Nassau County, Florida, amending Article 35 of the Land Development Code, State Road 200/A1A Access Management Overlay District, specifically Article 35 regarding landscaping changes for consistency with concurrent changes to Article 32 and 37, clarifying access management standards and updates to twenty-five foot setback requirements; providing for purpose and intent; providing for severability; providing for codification; and providing an effective date.
COUNTY MANAGER’S BUSINESS – Any business to come before the Board.
COUNTY ATTORNEY’S BUSINESS – Any business to come before the Board.
Q.Consider and authorize the Chairman to sign a Development Agreement with Noah Kane to provide vehicular and pedestrian cross access to adjacent parcels within the William Burgess Overlay District. Property is designated as Commercial (COM) on the Future Land Use Map and zoned as Industrial-Warehouse on the Nassau County Zoning Map.
R.Consideration and Authorize Chairman to execute the Interlocal Agreement for Landscape Maintenance of Certain County Road Rights-of-Way with the East Nassau Stewardship District.
