A.Approve and authorize the Chairman to sign the Funding Agreement with the Nassau County Mental Health, Alcoholism, and Drug Abuse Council, Inc. (dba Starting Point Behavioral Health), Contract No. CM2623, for FY 2018/2019.
B.Approve Finance Package 2019-07 and associated Resolutions.
C.Approve Board Minutes from the Special Session held on November 9; the Joint Session held on December 3; the Regular Sessions held on November 26 and December 10; and the Workshop and Regular Sessions held on December 19, 2018
D.Consider request from OMNI Amelia Island Plantation for use of Burney Park on Thursday, March 7 and Friday, March 8, 2019, as additional parking for the Gooding and Company Action being held in conjunction with the Concours d'Elegance.

I.Consider request from John Champion for waiver of penalty for property located at 54034 Cornelia Court, Callahan. (Case No. 15-787)
J.Approve and authorize the Chairman to sign a letter to the Trust for Public Land requesting technical advice and assistance in connection with the County's land conservation efforts.
K.Consider the following: 1) authorize Engineering staff to notify the Florida Department of Transportation that the County has been unable to obtain the necessary right-of-way from each property owner for paving of Dyal Road; and 2) authorize staff to propose the FDOT consider the use of available paving funds to be used for Double Chip Seal of Dyal Road.
L.Consider the following: 1) approve a Resolution authorizing the execution of the agreement between the State of Florida Department of Transportation and the Board of County Commissioners of Nassau County, Florida, for right-of-way acquisition and design for the William Burgess Boulevard from US 17 to Miner Road; 2) authorize Engineering Services staff to utilize FDOT's DocuSign Program to electronically sign Contract No. CM2654 on behalf of the Chairman.
M.Consider the following: 1) approve a Resolution authorizing the execution of the agreement between the State of Florida Department of Transportation and the Board of County Commissioners of Nassau County, Florida, for project management of design for safety improvements on County Road 108 from County Road 115 (Bay Road) to County Road 121A (Middle Road); and 2) authorize Engineering Services staff to utilize FDOT's  DocuSign program to electronically sign Contract No. CM2656 on behalf of the Chairman.
N.Consider request from the City of Fernandina Beach for a proposed Amelia Island Joint Local Planning Agency Meeting on Tuesday, March 12, 2019 at 6:00 p.m.
O.Set Workshop to discuss potential projects for the Pavement Management Program.
P.Approve a Resolution setting the time and place for public hearing on the closing, vacating, and abandoning of those certain rights of ways or the renouncing and disclaiming of any right or interest of said Nassau County, Florida, and the public in said rights of way or alleys. (Cheshire Place)
PUBLIC HEARINGS – The following matters under consideration are legislative matters, and the Non-Quasi Judicial Procedures will be utilized for the following: County Attorney to read the procedures.
Q.Consider an Ordinance of the Board of County Commissioners of Nassau County, Florida, amending Ordinance No. 2015-16, specifically Section 103.2 regarding General Duties and Powers of the Floodplain Administrator; providing an effective date. Note: Staff requests this item to be pulled from the agenda.
R.Approve a Resolution of the Board of County Commissioners of Nassau County, Florida, closing, vacating, and abandoning those certain rights of ways or renouncing and disclaiming of any right or interest of said portions located within the Plat of Crawford, Florida, and the plat addition to Crawford, Florida, recorded in the public records of Nassau County, Florida.

Consider an Ordinance of the Board of County Commissioners of Nassau County, Florida, amending Ordinance No. 97-19, as amended, known as the Nassau County Land Development Code, specifically amending Section 28.02 by removing Mother-In-Law Dwelling and Guest House and adding Accessory Dwelling; Amending Section 28.14 by removing Mother-In-Law Dwelling; Amending Section 28.15 by removing Guesthouses and adding Accessory Dwellings; and amending Article 32, Definitions, by removing Guest Cottage or House and Servants Quarters and adding Accessory Dwellings; providing for codification; providing for severability; and providing for an effective date.

T.Consideration an Ordinance of the Board of County Commissioners of Nassau County, Florida, amending Article 35 of the Land Development Code, State Road 200/A1A Access Management Overlay District, specifically Section 35.09 clarifying Regulation of Parcels and Access Management Standards; providing for purpose and intent; providing for severability; providing for codification; and providing an effective date.

Consider LDC19-001, an Ordinance of the Board of County Commissioners of Nassau County, Florida, amending Article 28 of The Land Development Code, Supplementary Regulations; amending Article 32 of the Land Development Code, Definitions, allowing for Adult Day Care Centers in Residential Districts subject to Supplementary Development Standards; adding Definitions for Adult Day Care Center, Child Care Facility, Family Day Care Home, and Large Family Child Care Home; providing for findings; providing for severability; and providing an effective date.

Consider NOPC18-002, a Resolution of the Board of County Commissioners of Nassau County, Florida, constituting the fifth amendment to the Three Rivers Development of Regional Impact (DRI); amending Resolution No. 2006-126; as amended by Resolution No. 2008-77; as amended by Resolution 2012-93A; as amended by Resolution No. 2015-64; as amended by Resolution No. 2018-122; acknowledging the modification of the Phasing Schedule Dats, Build Out Date, Expiration Date and Downzoning Protection Date (General Conditions 2, 3 and 6), previously extended pursuant to State Statute; modifying Map H; modifying Special Condition 29 regarding Education; and providing an effective date.

Consider FD18-007, The Final Development Plan for the Phase 1A of the Three Rivers Planned Unit Development, filed by  Three Rivers Timber LLC, owner, and William Schaefer, P.E., agent for owner, for construction of up to 676 residential units, a community park, amenities, infrastructure, and open space.  Property is located on the south side of State Road 200, west of I-95, Yulee area.

Consider CPA18-003, filed by Nassau 1 Amelia, LLC, owner, and Prosser, Inc., agent for owner, to rezone approximately 85.7 acres from Open Rural (OR) to a Planned Unit Development (PUD) to be known as "Concourse Crossing". Property is located on the north and south sides of Amelia Concourse, east and west of Old Nassauville Road and between Frank Ward Road and Terra Cotta Lane, Fernandina Beach area. (The applicant has requested continuance of this item to March 25, 2019)

Consider a Development Agreement between Three Rivers Timber LLC and the Board of County Commissioners to provide for rights and responsibilities of the Parties with respect to the design, permitting, and construction of one (1) community park, containing a minimum of forty (40) acres, with active recreation facilities and containing a minimum of twenty-seven (27) acres of useable uplands which may be conveyed to the County, pursuant to Special Condition 28(a) of the development order for Three Rivers Development of Regional Impact, as amended by Resolution 2008-77.

Consider R18-014, filed by Three Rivers Timber, LLC, owner, and Rogers Towers, P.A., agent for owner,   modifying the previously approved Planned Unit Development (PUD) known as Three Rivers (Ordinance 2006-68). Property is located on the south side of US301/SR200, west of I-95.
