B.Annual Financial Reports submitted by the Nassau County Constitutional Officers are for informational purposes only; however 1) consider approving $19,488 of residual equity from the Clerk of Court to be placed in the FY19/20 Clerk budget for installation of new audio visual equipment in the Commission chambers purchased in FY18/19; 2) consider approving $527,975.35 of residual equity from the Sheriff to be placed in a capital reserve fund for the purpose of constructing a public safety training center as outlined in Contract CM2233.

C.Approve and authorize the Chairman to sign the following FY 2019/2020 Not-For-Profit Agreements: 1) The Nassau County Economic Development Board, Inc., Contract No. CM1134-A14, in the amount of $150,000.00; 2) Nassau County Council on Aging, Inc., Contract No. CM2757, in the amount of $300,000.00; 3) Boys and Girls Club of Nassau County Foundation, Inc., Contract No. CM2758, in the amount of $100,000.00; 4) Micah's Place, Contract No. CM2759, in the amount of $50,000.00; 5) Nassau County Mental Health, Alcoholism, and Drug Abuse Council, Inc. (dba Starting Point Behavioral Healthcare), Contract No. CM2761, in the amount of $285,733.00; and 6) Jacksonville Area Legal Aid, Inc., Contract No. CM2755, in the amount of $83,655.00
D.Approve and authorize the Chairman to sign the Acceptance of Federal Funding Assistance for Edward Byrne Memorial Justice Assistance Grant (JAG) Funding totaling $8,416; and authorize the Chairman to sign associated Budget Amendment. Funding Source: 15037521-331211 Y6023.
E.Approve Finance Package 2020-03 and associated Resolutions.

F.For recording purposes only, consider the re-plat for Oakleaf  Lot 8, filed by Jeffery Holton, owner, to create Lots 8 and 8b. The property is zoned Open Rural and is located off Yellow Oak Court, six miles northwest of the City of Hilliard along U.S. Hwy.1.  Staff recommends approval.
G.Continue discussion regarding the Stewardship District and House Bill 1075.
H.Discussion on the status of paving, design and right-of-way acquisition of Crawford Road.

I.Discussion of the Western Nassau Vision Book created through the Western Nassau Heritage Preservation Committee.
J.Approve the proposal from GAI Consultants, Inc., for Engineering and Design Services of the William Burgess Extension; and authorize the Chairman to sign the Agreement with GAI Consultants, Inc., Contract No. CM2785. Funding Source: 63470541-563365 WBEXT.
K.Approve a Resolution of the Board of County Commissioners of Nassau County, Florida, accepting the Transportation Impact Analysis by Equuis, LLC.
L.Consider request for purchase of additional furniture for the Yulee Library totaling $49,099.19. Funding Source: 01999599-599001 ($46,265) 01716571-564000 ($2,834).
M.Approve a Resolution of the Board of County Commissioners of Nassau County, Florida, approving placement of a referendum on the ballot for the August 2020 Election for the electors with the Nassau County School District to vote on the approval of an additional one (1) mill of ad valorem millage tax pursuant to Section 1011.73(2) of the Florida Statutes.
N.Approve a Resolution of the Board of County Commissioners of Nassau County, Florida, approving placement of a referendum on the ballot for the 2020 Election for the electors within Nassau County to vote on the authorization of the County to issue up to $30 million in general obligation bonds for a Conservation Land Acquisition and Management Program.

PUBLIC HEARINGS – The following matters under consideration are legislative matters, and the Non-Quasi Judicial Procedures will be utilized for the following: County Attorney to read the procedures.
P.Consideration of a Resolution of the Board of County Commissioners of Nassau County, Florida, electing to use the Uniform Method of Collecting Non-Ad Valorem Special Assessments levied within the incorporated and unincorporated areas of the County, stating the need for such levy; providing for the mailing of this Resolution; and providing for an effective date.
Q.Consideration of an Ordinance of the Board of County Commissioners of Nassau County, Florida, regarding Impact Fees; amending Ordinance No. 2019-25 of the Nassau County Code of Ordinance entitled Comprehensive Impact Fee Ordinance, specifically amending Section 2.01, Entitled Definitions Application to Park and Recreation Impact Fees; amending Section 2.04 entitled Use of Monies; providing for severability, conflicts, liberal construction, and providing an effective date.

Consider an Ordinance of the Board of County Commissioners of Nassau County, Florida, amending Ordinance No. 81-22, as amended, amending Nassau County Code of Laws and Ordinances; specifically amending Section 4-1 and changing the title from Wine and Beer Vendors License Limited to Sale Without state License Prohibited; amending Section 4-2 and changing the title from Limitation on Number of Liquor Licenses Issued, Exceptions (as set forth in Special Act 81-440, as amended) to Applicability of Zoning to Alcoholic Beverage Licenses; amending and renumbering Section 4-3 and changing the title from Distance Restrictions for Certain Land Uses and Hours of Sale to Hours of Sale; adding division to Section 4-7, Definitions; amending Section 4-11; providing an effective date.

Consider PUD19-007, modifying the previously approved Planned Unit Development (PUD) known as Nassau Station (Ordinance 2018-43), filed by  Patriot Ridge LLP, Owner; and Gregory E. Matovina, Agent. Property is located on William Burgess Boulevard, between Harvester Street and Harts Road, Yulee area. Staff recommends approval.

Consider CPA19-010, an Ordinance amending the Future Land Use Map of the Comprehensive Plan; providing for the reclassification of approximately 7.78 acres of real property located on the south side of Flora Parke Crossing, between Amelia Concourse and Flora Parke Blvd, from Medium Density Residential (MDR) and Commercial (COM) to Commercial (COM). Application filed by AB Flora Parke, Inc., and Gillette & Associates, agent. Staff recommends Approval.

Consider CPA19-008, an Ordinance of the Board of County Commissioners of Nassau County, Florida, amending the 2030 Comprehensive Plan; amending the Public Facilities, Conservation, Regional Coordination, and Capital Improvements Elements to address statutory requirements for water supply planning pursuant to  F.S.163.3177(6)(C)(3), F.S.163.3177(6)(D)(3), F.S.163.3177(6)(H)(1), and F.S.163.3177(3)(A)(4); providing for transmittal;' providing for severability; and providing an effective date. (Staff requests a continuance of this item to January 13, 2020)

V.Approve a Resolution authorizing the execution of the Construction & Maintenance Agreement between the State of Florida, Department of Transportation, and the Board of County Commissioners of Nassau County, Florida, for landscaping on State Road 200 from I-95 to County Road 107; and authorize the Chairman to sign associated agreement, Contract No. CM2778.
