B.Approve and authorize the Chairman to sign a Letter of Support for the West Nassau Historical Society's Fast Track Grant Application.
C.Sheriff's Business -Approve and authorize the Chairman to sign Contract No. CM2705 with the State of Florida, Department of Legal Affairs, Office of the Attorney General, for Victims of Crime Advocate (VOCA) Grant Funds totaling $51,913; and authorize the Chairman to sign associated Grant Award Project Summary.
D.Sheriff's Business - Approve and authorize the Chairman to sign the Application for Funding Assistance, the Lobbying Debarment and Drug Free Workplace Certification, and the Internal Controls Questionnaire as required by the Florida Department of Law Enforcement for Justice Assistance Program (JAG) Funds totaling $47,212.
E.Consider PF18-013, final plat for Crossroads, filed by Raydient LLC, dba Raydient Places + Properties, owner, and Jason Shearer and Jim Law, agents for owner, to divide 216 acres into fifteen (15) residential lots varying in size from 3 acres to 41 acres. The property is zoned Open Rural with a Future Land Use of Agriculture. Property is located on the northwest corner of Middle Road and County Road 108, Hilliard area. Staff recommends approval.
F.Approve Finance Package 2019-25 and associated Resolutions.
G.Approve Finance Package 2019-27 and associated Resolutions.

H.Continue discussion regarding the Stewardship District and House Bill 1075.
I.Discussion on the status of paving, design and right-of-way acquisition of Crawford Road.

J.Set tentative millage rates and date/time of first public hearing for the FY19-20 budget; and authorize OMB to electronically submit the DR-420s.

Approve and authorize the Chairman to sign Amendment No. 1 the Agreement with Florida State College at Jacksonville, Contract No. CM2449-A1, for the Yulee Library Space.

L.Discussion of request from the St. Marys River Management Committee for establishment of safety zones or speed restrictions in three locations along the St. Marys River.
M.Approve a Resolution of the Board of County Commissioners of Nassau County, Florida, authorizing certain County Officials to sign applications for Florida Department of Environmental Protection Permits.
N.Set Workshop Session for Monday, September 9, 2019 at 4:00 p.m. to discuss long-term planning for Park Operations & Maintenance.
PUBLIC HEARINGS – The following matters under consideration are legislative matters, and the Non-Quasi Judicial Procedures will be utilized for the following: County Attorney to read the procedures.

Second public hearing for consideration of LDC19-007, an Ordinance amending Article 15, Commercial, Neighborhood;  Amending Article 15-A, Commercial, Neighborhood-American Beach; Amending Article 16, Commercial, General; Of The Land Development Code, Amending Article 16-A, Commercial, General -American Beach; Amending Article 17, Commercial Intensive; Amending Article 19, Commercial, Professional And Office; Amending Article 22, Open Rural; And Amending Article 32 Of The Land Development Code, Definitions; allowing for adult day care centers in commercial districts; allowing for child care facilities as a permitted use in the Commercial, Neighborhood and Commercial, General districts; adding a definition for Assisted Living Facility.(First public hearing held July 8, 2019).

PUBLIC HEARINGS – The following matters under consideration are Quasi Judicial matters, and the Quasi Judicial Procedures will be utilized for the following: County Attorney to read the procedures.
P.Consider an Ordinance of the Board of County Commissioners of Nassau County, Florida, designating Anthony Street in Unincorporated Nassau County as a canopy/scenic road; providing an effective date.
Q.Consider an Ordinance of the Board of County Commissioners of Nassau County, Florida, designating Karen Street in Unincorporated Nassau County as a canopy/scenic road; providing an effective date.
R.Consider an Ordinance of the Board of County Commissioners of Nassau County, Florida, designating Orange Avenue in Unincorporated Nassau County as a canopy/scenic road; providing an effective date.
