A.Approve a Resolution of the Board of County Commissioners of Nassau County, Florida, proclaiming the 31st of January 2020 as "American Beach Day".
CONSENT ITEMS – If any board member wishes to move a Consent Item to New Business, please do so now. Does any member of the public want to speak on a Consent Item?
B.Consider the Wellness Committee's recommendation on for the expenditure of wellness funds for 2020.
C.Approve and authorize the Chairman to sign Deletion from Inventory Forms for trade-in of two Fire/Rescue vehicles that have exceeded life expectancy.
D.

For recording purposes only: final plat for Woodmere Subdivision, filed by WR Howell Co, Inc., owner, and Gillette & Associates, agent for owner, for a partial vacation of Lot 56, Section 30, Amelia Island, to divide 4.5 acres for construction of twelve quarter-acre, single family lots. Property is zoned Residential Single-Family 2 and designated as Medium Density of the with a Future Land Use Map (FLUM). Property is located on the west side of South 14th Street, one third of a mile south of Sadler Road, Fernandina Beach area. Staff recommends approval.

J.Consider a Resolution of the Board of County Commissioners of Nassau County, Florida, relating to a parking restriction at Nassau Amelia Utilities Lift Station #3 on Amelia Island Parkway, providing for findings by the Board of County Commissioners; providing for placement of "Parking By Authorized Vehicles Only" signs; providing for penalties; and providing for an effective date.
K.Consider a Resolution of the Board of County Commissioners of Nassau County, Florida, relating to a parking restriction on both sides of Spanish Oaks Circle, providing for findings by the Board of County Commissioners, providing for placement of "No Parking Overnight" sign; providing for penalties; and providing for an effective date.
L.Release final retainage in the amount of $117,348.11 to Hubbard Construction for completion of the Chester Road Resurfacing Project. Funding Source: 63000000-205500 PDCII.
M.Approve and authorize the Chairman to sign Amendment No. 6 to the agreement with Connelly & Wicker, Inc., Contract NO. CM2371-A6, for Design Services for the Pages Dairy/Chester Road Intersection Improvement Project. Funding Source: 63470541-563365 PDCII.

Consider setting Workshop at 5:00 p.m. on Monday, January 27, 2020 to discuss Chip Seal Program.

O.Discuss topics for the Joint Meeting with the School Board taking place on Tuesday, January 28, 2020 at 6:00 p.m.
PUBLIC HEARINGS – The following matters under consideration are legislative matters, and the Non-Quasi Judicial Procedures will be utilized for the following: County Attorney to read the procedures.

Consider CPA19-008, an Ordinance of the Board of County Commissioners of Nassau County, Florida, amending the 2030 Comprehensive Plan; amending the Public Facilities, Conservation, Regional Coordination, and Capital Improvements Elements to address statutory requirements for water supply planning pursuant to  F.S.163.3177(6)(c)(3), F.S.163.3177(6)(d)(3), F.S.163.3177(6)(h)(1), and F.S.163.3177(3)(a)(4); providing for transmittal; providing for severability; and providing an effective date. Staff recommends approval.

Q.Consider CPA19-009, a Future Land Use Map amendment to change the classification of 265 acres located on the west side of Lem Turner Road between Lawhon Road South and Dornbush Road from Low Density Residential (LDR) to Recreation (REC) for transmittal to State agencies for review. Application filed by Angel Lakes Gated Inc., owner; and Rogers Towers, P.A., agent. (Staff requests a continuance of this item to January 27, 2020).

Consider CPA19-011, an Ordinance amending the Future Land Use Map of the Comprehensive Plan; providing for the reclassification of approximately 0.42 acres located on the south side of Fields Road, between US Hwy 17 and Winona Bayview Road, from Commercial (COM) to Medium Density Residential (MDR); providing for findings; and providing an effective date. Staff recommends approval.

Consider CPA19-012, an Ordinance amending the Future Land Use Map of the Comprehensive Plan; providing for the reclassification of approximately 2.84 acres of real property located on the east side of US Hwy 17, between Hamilton Street and Koen Lane, from Commercial (COM) and Low Density Residential (LDR) to Commercial (COM); providing for findings; and providing for an effective date. Staff recommends approval.

Consider CPA19-013, an Ordinance amending the Future Land Use Map of the Comprehensive Plan; providing for the reclassification of approximately 0.38 acres of real property located on the west side of US Hwy 17, between Goodbread Road and Koen Lane, from Public Buildings and Facilities (PBF)  to Commercial (COM); providing for findings; and providing an effective date. Staff recommends approval.

Consider an Ordinance of the Board of County Commissioners of Nassau County, Florida, amending Ordinance No. 81-22, as amended, amending Nassau County Code of Laws and Ordinances; specifically amending Section 4-1 and changing the title from Wine and Beer Vendors License Limited to Sale Without state License Prohibited; amending Section 4-2 and changing the title from Limitation on Number of Liquor Licenses Issued, Exceptions (as set forth in Special Act 81-440, as amended) to Applicability of Zoning to Alcoholic Beverage Licenses; amending and renumbering Section 4-3 and changing the title from Distance Restrictions for Certain Land Uses and Hours of Sale to Hours of Sale; adding division to Section 4-7, Definitions; amending Section 4-11; providing an effective date.

V.Consider an Ordinance of the Board of County Commissioners of Nassau County, Florida, amending Ordinance No. 99-17, as amended, known as the Nassau County Roadway and Drainage Standards; providing for severability; and providing an effective date. (Staff requests continuance to January 27, 2020)
