CONSENT ITEMS – If any board member wishes to move a Consent Item to New Business, please do so now. Does any member of the public want to speak on a Consent Item?
A.Approve and authorize the Chairman to sign the Memorandum of Understanding with the University of Florida, Board of Trustees, Contract No. CM2813, for Cooperative Extension Services for Nassau County residents.
B.Approve Finance Package 2020-13 and associated Resolutions.
C.Approve updates to the Employee Policies and Procedures, Section 8.07, Overtime and Compensatory Time. 
D.Rescind Resolution No. 2019-150 in its entirely and adopt a new Resolution relating to prohibiting through truck traffic on Amelia Island Parkway from State Road 200 to South Fletcher and on 14th Street from Atlantic Avenue to Amelia Island Parkway; providing for findings by the Board of County Commissioners, providing for placement of "No Thru Trucks Over 4 Axles/Local Deliveries Only" signs.
E.Approve a Resolution authorizing the execution of the construction and maintenance agreement between the State of Florida, Department of Transportation, and the Board of County Commissioners of Nassau County, Florida; and authorize the Chairman to sign the associated Construction and Maintenance Agreement, Contract No. CM2829.
F.Approve and authorize the Chairman to sign necessary form to provide Lisa Lynch with signing authority up to $5,000.
G.For recording purposes only, consider the Villages of Woodbridge - Phase IV "A" Final Plat, filed by Woodbridge Nassau LLC, owner, and Dan McCranie of McCranie & Associates, agent for owner, to construct 51 single family lots on approximately 55 acres.  Property is located on the east side of Old Nassauville Road, 1.37 miles south of State Road 200/A1A, Fernandina Beach area. 
NEW BUSINESS - Any member of the public may address any item under New Business (3 minutes each). Is there anyone who wishes to address any item under New Business?
H.Sheriff's Business - Approve and authorize the Chairman to sign a Budget Transfer and Check Request for transfer of funds for construction of the Public Safety Training Center.
I.Consider the following: 1) Award Bid No. NC19-027 to CPR Contracting, LLC, in the amount of $217,000 for the Stokes Road Bridge Repair Over St. Marys River Project; 2) authorize the Chairman to sign the Notice of Award and Contract No. CM2831; and 3) authorize the County Engineer to issue the Notice to Proceed, contingent upon receipt of the required Performance Bond, Payment Bond, and Certificate of Insurance. Funding Source: 03405541-546000 BRDGR.
J.Discussion regarding potential acquisition of property located at 49215 River Bluff Drive in Hilliard.
K.

Discussion regarding the Amelia Island Beach Habitat Conservation Plan.

Consider CPA20-002, a Small-Scale Future Land Use Map amendment to change the classification of 3.21 acres located on the south side of Julia Street between Julia Street and Lewis Street from Commercial (COM) to High Density Residential (HDR), Application filed by J.H. Cobb Properties, LLC, Owner; and Rogers Towers, P.A., Agent. (Continued to May 21, 2020 at 6pm)

Consider NOPC20-001, a Resolution amending the Development Order For The Summer Beach Development of Regional Impact (DRI); specifically amending the Development Order to a previously approved Development Of Regional Impact pursuant to a notification filed by Artisan Homes, LLC; Providing for up to Twenty-eight (28) multi-family residential units on Parcel D-1. District 2 (Continued to May 21, 2020 at 6pm)

Consider FD20-001, the Final Development Plan for Parcel D-1 of the Summer Beach PUD/DRI; allowing a maximum of 28 residential units and associated open space. Application filed by J.H. Cobb Properties, LLC, Owner; and Tim Ritch, Forum Capital Partners, Agent. (Continued to May 21, 2020 at 6pm)
