B.Approve the 2021 Holiday Schedule.
C.Approve draft minutes from the regular sessions held on August 19 and August 24, 2020; and the special sessions held on August 3, August 5, August 12, and August 26, 2020.

D.Approve a Resolution updating Resolution 2018-117, Financial Policies for the Board of County Commissioners, providing for an effective date.

Consider the following: 1) award Request for Qualification (RFQ) No. NC20-001, to Prosser, Inc. to execute design services for the Westside Regional Park; and 2) approve and authorize the Chairman to sign Contract No. CM2886, in the amount of $91,320.00 with Prosser, Inc. to complete the first Phase of the project which is master site planning, programming and design for the full 110 acre +/- site. Funding Source: 68075572-531000 WSRP

F.Consider a Resolution extending the local State of Emergency in Nassau County, Florida due to COVID-19, from November 11, 2020 through November 18, 2020.

G.Appoint one citizen representative and one alternate to the Value Adjustment Board. 
PUBLIC HEARINGS – The following matters under consideration are legislative matters, and the Non-Quasi Judicial Procedures will be utilized for the following: County Attorney to read the procedures.
H.Consider an Ordinance of the Board of County Commissioners of Nassau County, Florida, Creating the Nassau County Wrecker Ordinance; Stating Intent, Providing Scope; Providing Definitions; Providing For Wrecker Required Equipment; Providing Wrecker Operator Requirements; Providing Maximum Rates; Providing Requirements for Storage Facilities; Providing General Requirements for Wrecker Operators; Providing for Venue; Providing for Severability; and Providing and Effective Date.
I.Public Hearing for the American Beach Water and Sewer District to use the Uniform Method of Collecting Non Ad Valorem Special Assessments

Consider CPA20-004 a Future Land Use Map (FLUM) amendment, to change the classification of approximately 437.7 acres located on the north and south side of William Burgess Boulevard, between the Robert M. Foster Justice Center and Harvester Street, from Agriculture (AGR), High Density Residential (HDR), Medium Density Residential (MDR) and Conservation 1 (CSV-1) to  Transect Districts defined in the William Burgess District Context and Connectivity Blueprint as T-4 Urban Edge/Urban General Zone, T-3.5 Urban Transitional Zone, T-3 Sub-urban Zone, and T-1 Conservation Zone. District 3.

Consider CPA20-005, an ordinance of the Board of County Commissioners of Nassau County, Florida, amending the 2030 Nassau County Comprehensive Plan; amending the transportation and capital improvement elements; amending the future transportation map series; providing for transmittal; providing for severability; and providing an effective date.

PUBLIC HEARINGS – The following matters under consideration are Quasi Judicial matters, and the Quasi Judicial Procedures will be utilized for the following: County Attorney to read the procedures.

Consider R20-003, the rezoning of approximately 437.7 acres located on the north and south side of William Burgess Boulevard, between the Robert M. Foster Justice Center and Harvester Street, from Open Rural (OR), Commercial Judicial (CJ) and Residential Judicial (RJ) to Transect Districts defined in the William Burgess District Context and Connectivity Blueprint as T-4 Urban Edge/Urban General Zone, T-3.5 Urban Transitional Zone, T-3 Sub-urban Zone, and T-1 Conservation Zone. District 3.  (Staff recommends approval).

COUNTY MANAGER’S BUSINESS – Any business to come before the Board.
COUNTY ATTORNEY’S BUSINESS – Any business to come before the Board.
M.Approve and authorize the Chairman to sign Contract No. 2941, a Temporary Easement Agreement with Three Rivers, LLC, and Three Rivers Community Development District.
COUNTY COMMISSION ITEMS – Any business to come before the Board.
