C.Approve Board Minutes from the Workshop and Regular Session held on December 4, the Regular Session held on December 18, and the Special Sessions held on December 4 and December 30, 2019.

D.Discussion on the status of paving, design and right-of-way acquisition of Crawford Road.
E.Update from OMB regarding the status of findings from the Fire Rescue, Law Enforcement and Administrative impact fee study conducted by consulting firm Tischler Bise.

Consider the following: 1) approve a Resolution authorizing the execution of an agreement between the State of Florida and Board of County Commissioners of Nassau County, Florida, for construction and construction management of safety improvements on County Road 108 from Middle Road to US 17; 2) authorize the Chairman to sign the Local Agency Program Agreement with the Florida Department of Transportation, Contract No. CM2792; and 3) authorize the Chairman to sign associated Budget Amendment for unanticipated revenue in Fiscal Year 2019/2020. 

G.Discuss/consider list of priority projects to be submitted to the North Florida Transportation Planning Organization.
H.Set Workshop to continue discussions regarding recommendations of the Beach Community Working Group.
I.Cancel and/or reschedule the March 9, 2020 Board of County Commissioners meeting due to the Presidential Preference Primary Election being held in the Commission Chambers.
J.

Consider a Resolution of the Board of County Commissioners of Nassau County, Florida, pursuant to Ordinance No. 99-02, as amended, amending Resolution No. 2002-192, as amended by 2003-34, as amended by 2005-67, as amended, that indicates those Ordinances that the Code Enforcement Board has authority to hold hearings on and impose fines for violations; providing an effective date. (Resolution to be considered after Tabs L and M)

K.For the Record: clarify that the Deletions From Inventory approved at the January 13, 2020 meeting were for Assets 6970 and 5077.
PUBLIC HEARINGS – The following matters under consideration are legislative matters, and the Non-Quasi Judicial Procedures will be utilized for the following: County Attorney to read the procedures.
L.Consider an Ordinance of the Board of County Commissioners prohibiting simulated gambling devices, defining and identifying simulated gambling establishments as a public nuisance and noxious use; prohibiting the use of simulated gambling devices for certain circumstances; and create an enforcement mechanism for violations; providing an effective date.
M.Consider an Ordinance of the Board of County Commissioners of Nassau County, Florida, amending Ordinance No. 99-02, as amended, which established a Code Enforcement Board for Nassau County, Florida, specifically amending Article III, Section 1-60, Administrative Fines, Liens; providing, pursuant to Florida Statutes, Chapter 162.09(3)(D), that the fines shall increase; providing for an effective date.
N.Consider an Ordinance of the Board of County Commissioners of Nassau County, Florida, amending Ordinance No. 99-17, as amended, known as the Nassau County Roadway and Drainage Standards; providing for severability; providing an effective date.
O.

Consideration of  CPA19-009, an Ordinance of Nassau County, Florida, amending the Future Land Use Map of the Comprehensive Plan; providing for the reclassification of approximately 265.65 acres of real property located on the west side of Lem Turner Road between Lawhon Road South and Dornbush Road, from Low Density Residential (LDR) to Recreation (REC); providing for findings, and providing an effective date.

COUNTY MANAGER’S BUSINESS – Any business to come before the Board.
COUNTY ATTORNEY’S BUSINESS – Any business to come before the Board.
P.Approve and authorize the Chairman to sign an agreement between the Board of County Commissioners, the Nassau County Sheriff's Office and the Tupelo Plantation Homeowner's Association, Inc., for traffic control of private roads. (Contract No. CM2800)
Q.Set Public Hearing for consideration of an Ordinance banning the retail sale of dogs, cats or rabbits from a Commercial Establishment or from a public roadway, common area or flea market; providing for exceptions for animal shelters, animal welfare organizations and adoption of animals, requiring a certificate for source; providing for penalties; providing for republication in the code of Ordinances, severability and an effective date.
