A.Approve a Resolution of the Board of County Commissioners of Nassau County, Florida, proclaiming the month of March 2020 as "Take Stock in Children Month".
B.Approve a Resolution of the Board of County Commissioners of Nassau County, Florida, commending Kristen Musgrove on receiving the Milken Educator Award for the 2019-2020 School Year.

The property is zoned as Planned Unit Development and is designated as Low Density on the Future Land Use Map (FLUM). Property is located at the end of Majestic Walk Boulevard, on the south side of Amelia Concourse. D.For recording purposes only, consider the Final Plat for Flora Parke 7B, filed by SEDA Construction Company & Flora Parke Development, Inc., owners, and Greg Baumgartner, Richard A Miller and Associates, agent for owner, to construct 46 lots on approximately 21.9 acres. The property is zoned and Planned Unit Development (PUD) and designated as Medium Density Residential by the Future Land Use Map (FLUM). Property is located approximately 1 mile south of SR200/A1A, in Flora Parke Subdivision, Fernandina Beach area. Staff recommends approval.

For recording purposes only, consider final plat for Nassau Crossing Phase One, filed by Patriot Ridge, LLP, owner, and Michael Manzie of Manzie and Drake Land Surveying, agent for owner, to construct 132 single family lots and 19 tracts in the Nassau Crossing Planned Unit Development within the William Burgess District. Property is zoned as Planning Unit Development and designated as Medium Density Residential on the Future Land Use Map (FLUM). Property is located north of William Burgess Road, between Harts Road and the CSX Railroad Track. Staff recommends approval.

F.

For recording purposes only, consider final plat for for East Nassau - Wildlight 1C-1 Subdivision, filed by Wildlight, LLC owner, and Greg Jones, agent for owner, to construct 122 residential lots and a recreation area with community amenities in the Market Street Preliminary Development plan within the East Nassau Community Planning Area (ENCPA). Property is zoned as Planned Unit Development and is designated as Multi-Use of the Future Land Use Map (FLUM). Property is located on the north side of State Road 200, off Curiosity Avenue. Staff recommends approval.

I.

Approving the Evaluation Committee's scoring and ranking of proposals received in response to Bid No. NC19-002, Professional Design Services for Safety Improvements on County Road 108 from Bay Road to Middle Road; and authorize negotiations with the top ranked firm, Pond & Company, for a contract to be brought back to the Board for approval.

J.Discuss/consider a second trail priority to be submitted to the North Florida Transportation Planning Organization.
K.

Consider an Ordinance of the Board of County Commissioners of Nassau County, Florida, correcting a scrivener’s error in Ordinance No. 2019-03, which amended Ordinance No. 2006-68, which rezoned and reclassified property to a zoning classification of Planned Unit Development (PUD) known as “Three Rivers”; providing an effective date.

Discuss/receive Board direction regarding topics for the Joint Meeting with the City of Fernandina Beach scheduled for March 25th at 5:00 p.m.


M.Discuss/receive Board direction regarding the transition plan for the County Manager's Office.
N.Consider request from the OMNI Amelia Island Plantation Resort to use Burney Park on Thursday, March 5 and Friday, March 6, 2020, for overflow parking for the Gooding & Company Auction being held in conjunction with the 2020 Concours d'Elegance.

Second public hearing for consideration of  LDC19-012, an Ordinance amending Article 18 of the Land Development Code, Commercial Highway Tourist (CHT); specifically Section 18.01, Permitted Uses; Section 18.03, Conditional Uses; Section 18.04, Special Restrictions; Section 18.06, Minimum Yard Requirements; Section 18.07, Building Restrictions; Amending Article 35 Of The Land Development Code, State Road 200/A1A Access Management Overlay District, Specifically Section 35.09(F), Signage; providing for findings; providing for severability; and providing an effective date.

P.

Consider CPA20-002, a Small-Scale Future Land Use Map amendment to change the classification of 3.21 acres located on the south side of Julia Street between Julia Street and Lewis Street from Commercial (COM) to High Density Residential (HDR), Application filed by J.H. Cobb Properties, LLC, Owner; and Rogers Towers, P.A., Agent. District 2. (Staff and the applicant requests a continuance of this item to April 13, 2020)

S.Consideration of an Ordinance of the Board of County Commissioners of Nassau County, Florida, banning the retail sale of dogs, cats or rabbits from a commercial establishment or from a public roadway, common area or flea market; providing for exceptions for Animal Shelters, Animal Welfare Organizations and adoption of animals; requiring a Certificate of Source; providing for penalties; providing for republication in the Code of Ordinances, severability, and an effective date.

Consider NOPC20-001, a Resolution amending the Development Order For The Summer Beach Development of Regional Impact (DRI); specifically amending the Development Order to a previously approved Development Of Regional Impact pursuant to a notification filed by Artisan Homes, LLC; Providing for up to Twenty-eight (28) multi-family residential units on Parcel D-1. District 2 (Staff and the applicant requests a continuance of this item to April 13, 2020)

V.

Consider FD20-001, the Final Development Plan for Parcel D-1 of the Summer Beach PUD/DRI; allowing a maximum of 28 residential units and associated open space. Application filed by J.H. W.

Consider FD19-002, the final development plan for Phase 2 of the Enclave at Summer Beach, filed by Enclave Phase II Partners, LLC, owner, and Dunn & Associates, Inc., agent for owner to construct 53 single-family residential units and associated amenities and infrastructure as part of the consolidated Summer Beach PUD/DRI. Property is located on First Coast Highway between Orange Avenue and Enclave Manor, Fernandina Beach area. Staff recommends approval.

X.

Consider FD18-012, the final development plan for Phase 1 and 2 of the Concourse Crossing Planned Unit Development, filed by Southport Financial Services, Inc. owner, and Prosser, Inc., agent for owner, to construction 105 single-family residential units and 38 townhome units and associated infrastructure. Property is located on the northwest and southwest corner of Amelia Concourse, Fernandina Beach areas. Staff recommends approval.

Y.

Consider FD19-004, the final development plan for Phase 3 of the Concourse Crossing Planned Unit Development, filed by Nassau I Amelia LLC, owner; and Prosser, Inc., agent for owner, to construct 104 residential units and associated infrastructure. Property is located on the east side of County Road 107, south of Frank Ward Road, Fernandina Beach area. Staff recommends approval.
