C.Approve and authorize Finance Package 2020-21 and associated Resolutions. 
D.Tax Collector's Business - Consider request for a $464,500 advance of Tax Collector commissions to be earned during the collection of the 2020 tax roll, as required by F.S. 192.102, to be repaid in December 2020.

E.Approve and authorize the Chairman to sign the Solid Waste Disposal Capacity Agreement, Contract No. CM2919, with Camden County Solid Waste Authority.
F.

Approve and authorize the Chairman to sign the Work Authorization #CM2685-WA12 from S2L, Incorporated, to provide Engineering Services Operation, Monitoring, Maintenance, and Reporting for the Landfill Gas Collection and Control System at the West Nassau Landfill in the amount of $188,485.10 for period of (10/1/2020- 9/30/2021).  Funding sources: 01362534-531325-$145,133.53 (77%) and 01361534-531325-$43,351.57 (23%).

G.Approve and authorize the Chairman to sign the attached Work Authorization #CM2685-WA15 from S2L, Incorporated, to provide Sampling, Laboratory Analysis, and Reporting Services for the West Nassau Landfill and Lofton Creek Closed Landfills in the amount of $56,071.62 for period of (10/1/2020- 9/30/2021).  Funding sources: 01361534-531000 - $6,800.00, 01362534-531000 - $20,880.44 and 01363534-531000 - $28,391.18
H.Approve and authorize the Chairman to sign the State of Florida Department of Environmental Protection Standard Grant Agreement, Contract No. CM2916, for Nassau County Small County Consolidated Solid Water Management Grant, in the amount of $93,750.00.  Funding source: 01362534-531313 CSCSW.
I.Consider the following: 1) A Resolution authorizing the execution of the Construction and Maintenance Agreement between the State of Florida Department of Transportation and the Board of County Commissioners of Nassau County, Florida; 2) Approve and authorize the Chairman to sign Contract No. CM2905, Construction and Maintenance Agreement.  Funding Sources: 03420541-546560 and 03406541-552023.
J.

Approve and authorize the Chairman to sign Contract No. CM-2902 with Water Recovery, LLC ,for the Total Leachate Management-West Nassau Landfill, for a rate of $.0549 per gallon for leachate removal.   Funding sources:  01362534-531313 Prof Services-Leachate-WNLF and 01362534-531313-CSCSW $93,750 (Grant Funds).

K.Approve and authorize the Chairman to sign Contract No. CM-2904, with Meridian Waste Florida, LLC, for trash haul assistance at the Convenience Recycle Center, at a rate of $175.00 per pull.  Funding source: 01369534-543003.
L.Approve and authorize the Chairman to sign Amendment No. 5 to the Reserve/Support Agreement with Nassau Oaks Volunteer Fire Department, Contract No. CM2234-A5. Funding Source: 04224522-544000.
M.Consider the following: 1) Reject all bids received in response to Bid No. NC20-014 for Fire Rescue Metal Building; 2) approve and authorize staff to submit a revised scope of work and re-advertise the Invitation to Bid for the Fire Rescue Metal Building.
N.Review and provide direction to Staff how to proceed with an Interlocal Agreement (CM2911) between the City of Fernandina Beach and the Nassau County Board of County Commissioners.  Funding source: 03402541-546510 SDCR.
O.Consider the following: 1) Approve and authorize the Chairman to sign the State Aid to Libraries Grant application and authorize Staff to submit electronically on behalf of the Chairman; 2) authorize the Chairman to sign the Certification of Hours and the agreement with the State of Florida, Division of Library and Information Services, Contract No. CM2929.
P.Consider request from Amelia Baptist Church to utilize up to 60 (sixty) parking stalls at Peters Point as overflow parking for holiday presentations taking place from 4:00-8:00 p.m. the evenings of December 4-7, 2020.  The Public Works Director will mark the sixty stalls as reserved for the corresponding timeframe.
APPOINTMENTS
Q.Consider reappointment of Ed Hubel as Nassau County's representative on the Health Planning Council's Board of Directors for the term of October 1, 2020 through September 30, 2022.
PUBLIC HEARINGS – The following matters under consideration are legislative matters, and the Non-Quasi Judicial Procedures will be utilized for the following: County Attorney to read the procedures.
R.Public Hearing to consider adoption of the FY2020-2021 millage rates and budget.
S.Consideration of an Ordinance of the Board of County Commissioners of Nassau County, Florida, amending Ordinance No. 2004-58, as amended, and as further amended by 2017-12, known as the Animal Control Ordinance; specifically amending Section 6-54, Animal Care and Animal Cruelty; providing for severability; providing an effective date.  (Staff recommends withdrawal of updated Ordinance).
T.Consider an Ordinance rescinding Ordinance 76-10, as amended; rescinding Ordinance 74-32, 84-14, 2002-31, 2003-41, 2003-42 and 2006-85; providing for restrictions for driving and parking in the unincorporated areas of the beaches of Nassau County; providing for regulations as to use of the unincorporated beaches; providing for automatic review; providing for an effective date.

U.

Consider PUD20-002, a modification to the previously approved Planned Unit Development (PUD) known as Nassau Crossing (Ordinance 2018-45), filed by  Island Education Inc.,  Owner; and Gregory E. Matovina, Agent.  Staff recommends approval.  District 3.
