E.Approve a Resolution proclaiming March 2021 as Procurement Month in Nassau County, Florida.

F.Gil Langley, President and CEO of the Amelia Island Convention & Visitors Bureau re: Tourist Development Council's 1st quarter report.

G.Approve Draft Minutes from January 4, January 7, January 11, January 13, January 20, and January 25, 2021.
H.Fire Rescue request that the BOCC acknowledge receipt of the HEROS grant valued at $8,384.10.
I.Approve and authorize Finance Package 2021-09.
J.Approval for the final plat for Amelia National Phase 1C Segments One and Two filed by Amelia National Enterprise, LLC, owner, and Michael Shaw, agent for owner, to plat 91 single-family homesites on 93.35 acres.  The property is located 2.75 miles south of State Road 200/A1A off Amelia Concourse within the Amelia National PUD.  It has a future land use of Medium Density.
K.Approval for the final plat for Oakridge Farms, filed by G & H Land and Timber, LLC, owner, and Shari Higginbotham, agent for owner, to divide approximately forty acres on either side of Quail Road into ten single-family homesites.  The parcels, zoned Open Rural with a Future Land Use of Agriculture, are located 2.5 miles west of the Town of Callahan.

L.Discussion Regarding Impact Fee Waivers for Mother-in-law Dwellings
M.Consider a Resolution extending the local State of Emergency in Nassau County, Florida due to COVID-19, from March 8, 2021 through March 15, 2021.

Approve the Application to Construct and Dedicate Water & Sewer Facilities as required by JEA and authorize the County Engineer to sign the intention of dedication agreement on behalf of the Board of County Commissioners.

O.Consider request from Fernandina Beach High School to utilize approximately 150 parking spaces at Peters Point from 6pm-11pm on Saturday, April 17, 2021, for the FBHS Prom.
P.Approve the Release of Retainage to Thomas May Construction Company in the amount of $22,765.00 for completion of the Nassau County Animal Services Cattery, Contract No. CM2803.
Q.Approve the Mobility Fee Credit Agreement, Contract No. CM 2971, with the Nassau Station developer, Patriot Ridge, LLP for a total credit of $311,902.
PUBLIC HEARINGS – The following matters under consideration are legislative matters, and the Non-Quasi Judicial Procedures will be utilized for the following: County Attorney to read the procedures.

Transmittal hearing to consider CPA20-012 a Future Land Use Map (FLUM) amendment, to change the classification of 114.86 acres located on and south side of William Burgess Boulevard, between Harvester Street and I-95, from Agriculture (AGR) to  Transect Districts defined in the William Burgess District Context and Connectivity Blueprint as T-3 Sub-urban Zone, and T-1 Conservation Zone for transmittal to State agencies for review. District 3 (The applicant requests a continuance of this item to March 22, 2021).

Consider CPA20-008, a Future Land Use Map (FLUM) amendment, to change the classification of 22.73 acres located on the east side of US Hwy 17 between SR200 and Green Acres Apartments access, from Medium Density Residential (MDR) and Commercial (COM) to High Density Residential (HDR) for transmittal to state agencies for review, pursuant to Ch. 163, F.S.  District 3.
