C.Approve Draft Minutes from June 2, June 7, June 14, June 16, June 21, June 22, and June 28, 2021.
D.Approve and authorize the Chairman to sign the Acceptance of Federal Funding Assistance for Justice Assistance Grant (JAG) funding totaling $39,917; and authorize Chairman to sign associated Budget Amendment. Funding Source: 15037521-331211 3B032.
E.Approval of the final plat for Nassau Crossing Townhomes Phase Two filed by Patriot Ridge, LLP, owner, and Manzie & Drake Land Surveying, agent, to divide 24 acres into 53 townhome lots and 10 tracts zoned PUD with a future land use of medium density located 1/3 mile south of State Road 200/A1A between North Harts Road and the CSX Railroad. 
F.Sheriff's Business - Authorize use of $2,500 from the Crime Prevention Trust Fund to be donated to the Big Brothers/Big Sisters of Nassau County for the mentoring of youth from traditionally underserved communities with domestic troubles. Funding Source: 01031521-549036 CRMPV.
G.Sheriff's Business - Authorize use of $25,000 from the Law Enforcement Trust Fund to be donated to the Florida Sheriff's Association Youth Ranches Camp Sorensen for their summer camping programs. Funding Source: 13031521-582000.
H.Sheriff's Business - Authorize the use of $2259 from the Crime Prevention Trust Fund to purchase a "McGruff Crime Dog Costume" for crime prevention purposes. Funding Source: 01031521-549036 CRMPV.

I.Approve and authorize the Chairman to sign the Emergency Management Performance Grant, Contract No. CM3026, and Emergency Preparedness and Assistance Grant, Contract No. CM3025, agreements and associated attachments with the State of Florida, Division of Emergency Management. 
J.Approve and authorize the Chairman to sign the Construction and Maintenance Agreement, Contract No. CM3024, and associated Resolution, with the Florida Department of Transportation for the Amelia Island Trail from Fletcher Avenue to Via Del Rey.
K.Staff is seeking direction from the Board on modifications to the guardrail and sidewalk access on 14th Street across from Mystic Lane.
L.Discuss/consider the County's legislative priorities to be submitted to the Northeast Florida Regional Council for the 2022 Legislative Session.
M.Appoint two County Commissioners to the Canvassing Board, one as a Canvassing Board Member and the other as an Alternative Canvassing Board Member.
N.Set Budget Workshop for August 16, 2021 at 9:00 AM.
PUBLIC HEARINGS – The following matters under consideration are legislative matters, and the Non-Quasi Judicial Procedures will be utilized for the following: County Attorney to read the procedures.
O.

Consider LDC21-005, an Ordinance amending Article 37 of the Land Development Code, Natural Resource Protection; specifically rescinding the current Section 37.02, Native Canopy Tree Protection, and creating a new Section 37.02, Unincorporated Amelia Island Tree Protection and Replacement, creating the Nassau County-Amelia Island Tree Commission, creating the Amelia Island Tree Fund, providing for the Amelia Island Tree Planting Program, setting Minimum Tree Preservation and Replacement Standards, defining a Specimen Tree;  amending Article 32 Of The Land Development Code, Definitions; providing for penalty; providing for enforcement; providing for severability; providing for codification; and providing an effective date.

P.Consider for transmittal to State agencies for review CPA21-002, an amendment to the 2030 Nassau County Comprehensive Plan; amending the Recreation And Open Space Element Policy ROS.01.03, to revise parks definitions; amending policy ROS.01.04, to revise adopted level of service standards; amending and renumbering policy FL.01.05 to Policy FL.01.06; adding a new policy ROS.01.05, to establish minimum design requirements for a regional park; adding a new Policy ROS.01.07 to establish minimum design standard requirements for a local/neighborhood park; amending the Future Land Use Element Policies FL.01.02, and FL.02.05,  to relocate park level of service requirements for the William Burgess Mixed Use Activity Center Overlay District to Recreation And Open Space Policy ROS.01.06; adding new Public Facilities (Stormwater Management Sub-element) Policy STM.01.06, to encourage joint use of stormwater treatment facilities and local parks;  providing for transmittal; providing for severability; and providing an effective date. (Staff requests a continuance of this item to the August 23, 2021 meeting).
Q.Public Hearing on Ordinance Amending Article I, Section 4-3, Distance Restrictions for Certain Land Uses and Hours of Sale of Alcoholic and Intoxicating Beverages (Staff Requests Continuance to the August 23, 2021 meeting).
PUBLIC HEARINGS – The following matters under consideration are Quasi Judicial matters, and the Quasi Judicial Procedures will be utilized for the following: County Attorney to read the procedures.
R.Public Hearing for Adoption of the Mobility Fee Plan.  Staff requests a continuance of the Public Hearing to August 23, 2021 and to set a second Public Hearing for September 13, 2021.

Consider PUD21-001, a modification to the previously approved Planned Unit Development (PUD) known as Three Rivers (aka Tributary) (Ordinance 2006-68, Ordinance 2019-03), filed by Three Rivers Developers, LLC, Owners; and Prosser, Inc., and Emily Pierce, Rogers Towers, P.A., Agents. District 5 (The applicant has requested a continuance of this item to the August 23, 2021 meeting).
